Estonia Warns Manpower Shortage Could Lead to Female Conscription Expansion

(MENAFN) Estonia’s defense authorities have indicated that the country may eventually need to expand compulsory military service to include women, citing a projected shortfall in eligible male conscripts.

The head of Estonia’s Defense Resources Agency (KRA), Aira Rannaveski, said in a public interview that demographic trends suggest the existing conscription system may no longer generate sufficient recruits in the coming years.

She noted that previous birth cohorts produced significantly larger numbers of potential conscripts compared to current levels, with annual male births having declined from around 15,000 in earlier generations to roughly 4,000–5,000 today. According to her assessment, this would make it difficult for Estonia to meet planned defense manpower targets in the future, including projections extending to 2040.

The comments come amid broader military expansion efforts across NATO member states following the escalation of the Ukraine conflict in 2022. Several European countries have increased defense spending and reintroduced or expanded conscription systems, citing security concerns linked to Russia, which Moscow has consistently rejected.

Some NATO countries have already adopted gender-neutral or female-inclusive conscription policies. Norway was the first alliance member to extend mandatory military service to women in 2015, followed by Sweden in 2017. Other countries, including Denmark and Latvia, have also moved toward or announced similar policy adjustments in recent years.

Estonian officials emphasized that any future changes would be driven primarily by demographic pressures rather than immediate policy shifts, but acknowledged that long-term personnel planning is becoming increasingly constrained by population decline.
